Portlandia proctori is a shrub or a small tree. The opposite leaves are long or short-petiolate, ovate or elliptic. The shrub produces axillary inflorescences of bisexual flowers. The beautiful bell-shaped flowers are pinkish-red. The fruit is a woody capsule with medium size angular seeds. (See also Portlandia grandiflora)

A number of plants are in cultivation at the McBryde Garden of the National Tropical Botanical Garden on Kauai, Hawaii.
Portlandia proctori is endemic to Jamaica and it is extremely rare in its natural environment.

"After detailed studies of herbarium specimens, recent observations of both varieties in their natural environment and in cultivation, and a phylogenetic analysis, it became evident that P. coccinea var. proctori Aiello should be treated as a separate species with corollas shorter and of a different shape than those of var. coccinea. Portlandia proctori is presented as a new combination."
